Interested lately to make some maps, few questions.

Do you really need to use ink scape or is Adobe Illustrator just fine?

What is the maximum map size I can make? (perhaps there is a site with all the rules already?)

Illustrator will work just fine (anything in fact that can make SVG files).

The current map limitations are:

Maximum file size: 2.5 MB

Maximum canvas size: 3330x2400 pixels

Maximum territories: 3500

Maximum bonuses: 1500

I would strongly recommend that you use Inkscape since that's what most of the map making community already uses. If you use Adobe Illustrator, then there'll be a smaller pool of players to offer help should something go wrong.

True mapmakers use Microsoft Paint.
The best mapmakers use notepad++.

We tried, but paint doesnt make SVGs...

cant do it on your phone, maybe chromebook if it runs inkscape

Apparently you can on some chromebooks according to https://wiki.inkscape.org/wiki/Compiling_Inkscape_on_Chrome_OS, but its not from the store I guess
