So does account deletion not change the level? Or was that deleted account at some other level and had its level reset to 4?

If this was forced by GDPR, which I doubt, it wouldn't be sufficient to bring Warzone into compliance. Under GDPR and CCPA, the only personal data I think Warzone stores on its users would be names (in old usernames), emails, and whatever personal data users share in chats/etc. (not sure if GDPR/CCPA cover this). While email deletion has always been trivial (just change your account email), removing personal names from old usernames would also require updating all the references to personal names, e.g., in the names of QM and ladder games. This delete button does not change that and so, if Warzone faces a legal requirement to remove users' IRL names beyond what could be already achieved by changing usernames, it does not meet it.
For that and other reasons, I doubt the motivation here is compliance with existing laws, which have been around for years.
