I noticed when place the mouse cursor on top of the territory Iron Council is says "Iron Council (ONLY HOLD 1 SEAT or GET PENALTY)". What does it mean? I deployed enough armies at Iron Council to attack and take control of the 8 territories (i.e., The Iron Throne Crown, The Iron Throne Hand of the Crown, etc,) inside the Iron Council emblem. I think I was penalized for that (i.e., my armies dropped drastically from 116 to 34). Am I suppose to occupy only 1 of the 8 territories inside the Iron Council emblem only?
I guess I could try a different combination and see what happens, but at this stage I think I'll lose the game based on penalty!

Shockingly, if you hold more than 1 seat on a map that says ONLY HOLD 1 SEAT or GET PENALTY, you get a penalty. Who could have guessed?
The way how it works is, that you get +3 armies per seat and -5 armies per pair of seats (you can have overlapping bonuses and bonuses with negative income). 8 seats, that is 28 pairs, -140 income.

You may want to blockade/ gift away some seats.

So, it seems going for these Councils emblem isn't worth the effort!? The penalties are worst then the gains in armies. Just taking over the "entrance" (King's Landing) will get one 16 armies per turn, AND not bother to go further into the actual Iron Council and takeover the 8 territories (i.e., The Iron Throne Crown, etc.). Would that be a correct interpretation?

Yep. That is a seat.

You have to use cards. If the game doesn't have cards, you're screwed.

You could ask very nicely for someone to come and capture only the seats you don't want.

And really that's what this is aiming at ... to have various players "sitting" / holding the titles these seats represent to make an diplo and/or RP game.

If it's just an FFA ... well you're likely stuck having to offset your losses with bigger bonuses, unless you team up with someone who can assist you.
