Implement Comparative Economics by trading asymmetric card production.
AI # 1 is really, really good at diplomacy. Its rate of generating Diplomacy cards is one Diplomacy card every 5 turns.
AI # 5 is really, really good at bombs. It produces a Bomb card every 6 turns.
AI # 8 is really, really good at causing pain with Sanction cards. It generates a Sanction card every 7 turns.
AI # 11 is really, really good at surveillance and espionage. It generates a Spy card every 5 turns.
These specified cards are what these specific example AIs are *best at. They are less good at other cards, which, for them, take longer to generate.
Etc.
Now, besides the ability to have *different rates for different cards for different AI, implement a way for AIs to trade for export what they are good at (or least bad at).
(Plus request 2-territory "long-range" missile, that only reduces enemy forces and does not occupy targeted territory. Requires some kind of sanity limit. Or, if it exceeds some limit, it turns that targeted territory into a wasteland of some meaningful, positive non-zero number.)
