The reason why negative sanctions are not used is because they stack multiplicatively.
Assuming you have -100%, 1 card = 2x income. 2 cards = 4x income. 10 cards = 1024x income. 20 cards = ~1 000 000x more income.
There's actually a "glitch" (known mechanic, Fizzer is aware, not getting fixed) with Sanction where it caps your income to 10,000.
So say you have 1000 income & using -100% Sanction cards, then:
1x Sanction @ -100% = 2000 income
2x Sanction @ -100% = 8000 income
3x Sanction @ -100% = 10000 income
Or say you have 15000 income & using -100% Sanction cards, then:
1x Sanction @ -100% = 10000 income
2x Sanction @ -100% = 10000 income
3x Sanction @ -100% = 10000 income
And if the duration is set to >1 turn, you stay there until the cards right out.
