wtf is the difference between 0% weighted and straight round?

Lets say you have a 2v2. 2 x .7 is 1.4 and if you round that straight it would go to 1 so with straight round 2v2 automatically kills one of the defenders. With weighted random 1.4 has a 40% chance of killing 2 and a 60% chance of killing 1.
