I always prefer %0. The only argument I ever see for %16 over %0 is that you have less math to figure out. That is a BS reason. Basically people are too lazy to figure out ever move, so they want luck thrown in there in case the other person puts more effort into their moves.

You can't get rid of randomness completly - you can set 0% luck, cycle move order, but there will still be random elements (1st pick, 1st move when using OP, guessing opponents move). With 16% everyone know that in single game luck matter, with 0% there would be illusion that it don't. Also - it allows weaker players to beat someone top ranked players, giving them joy and fun and keeping them in game. So, as in long run luck doesn't matter, i think keeping it at 16% in ladder games is good, but i can also agree, that in tournaments with small number of games(like this) it should be set at 0% (also cyclic move instead of random should be used) to minimize luck impact, cause one shit can kill your chance to win it.
