the power is consumable, can only be used once.
the advancement is permanent, can be used for multiple levels at once as long as you want until you superascend

the simultaneous levels are permanents slots for extra levels

the multi level powers are temporarily, and as soon as 1 of the 2 levels is finished, you'be back down to 1 level slot

In terms of effect on game mechanics there is no difference.
They differ in terms of reusability only.

Another difference is that the POWER Multi Level can be used to start the same level multiple times if you want. eg: 5 simultaneous HEH or Hex, but Phase 4 Simul Levels can only start a given level once. So if you have Simul @ 5, it means 5 different levels.

That said, I don't actually recommend starting the same level multiple times. Maybe on Hex if you're building to your next SAsc, but that's really the only use case.
