to my knowledge, one a somebody posted a mapmaker hiring attempt, and was backfired with "Couldn't you make a map by yourself? You just don't want the time to make one and want someone else to do the work for you" or something

The discord for modmaking is entirely unrelated, either way.

111 is also right that the easiest solution is always going to be "do it yourself". Mapmaking isn't difficult.
If for some reason you can't, of course you can ask others for help. There have been succesful commissions in the past, but do be aware any payment will likely not be high enough for the actual amount of time spent - so the project also needs to be interesting, fun or pleasant enough for someone to volunteer.
