Is this a feature for members only? I’ve never been able to successfully remove a player from a game I’ve created.

in a lobby you cannot remove players once they have joined, if they have een invited and have not yet accepted you can remove

Yes, in the lobby. Before the game has started.

I’ve tried to remove a player and replace them with an empty seat but the game won’t continue. It asks me to return that player to the game.

Once a player has joined the game, you cannot remove them anymore.

You only can remove their invite before they joined the game.
