Currently working on CivLightV2 content and need to write a plan as my head is too small so I'm going to document it here:

- if player holds a village, get a popup to transform said village into another structure (market). Get amount of villages to transform from Mod.Data

- Transform villages to structures chosen from player choice (transformation code done, not implemented player choice yet
- count number of villages
- Distribute special units that correspond with structure (capitalist for market)
