Teaming up in FFAs isn’t against the rules. It even says so when you go to report a player (select reason > they made a secret pact or colluded). If you select “other” anyway your report will get ignored and essentially wasted the volunteer admin time.
It is ethically wrong though especially when private messaging is disabled and they didn’t say in public chat that they were teaming up. It is very strange how Europe wasn’t really attacked when it’s definitely very advantageous to do so (but could be inexperienced and not realise that it would be good to attack, average players tend to be very defensive).
It's not wrong, it's not unethical, it's just an FFA, it happens, live with it. There's nothing in the game description indicating
What's the alternative? Everyone attacks everyone that they border each turn regardless of whether it's a smart attack or not, and everyone who doesn't is deemed as not following the rules of FFAs?
If you blocked everyone that "teamed up" with someone else in an FFA, you may not have enough players left to fill a game anymore.
It was a plain FFA, not diplomacy or RP. In RP and diplo teaming is expected. In other FFAs it isn’t. Disabling private messaging implies “don’t turn it into a team game”.
I’d recommend joining actual team games or 1v1s instead to prevent the issue entirely.
As Dan said, joining team games clearly defines the teams - unless it's a team FFA, then you'll still teams teaming with other teams.
End message is, even in an FFA which outrightly specifies no teaming, you can't authoritatively detect it, and even if you could, it's neither against the rules nor do you have any in game means to punish or prevent it, other than teaming yourself to counter.
