Turkey has 81 cities. i think it would be a good candidate.

we divide this cities in 7 main areas which can go over 15 by dividing into 2 or 3 parts these 7 area.

"turkey iller" image search will get you the cities

"turkey bolgeler" image search will get you the 7 main areas also with sub areas showed with dotted lines.
