uneven bonuses too, some bonuses with 4 territories are worth 2, while from a brief glance theres a bonus with 3 territories worth 4.

Alright I have started the test game, there is one problem so far with Paris but I can fix that

The Dutch Republic never had Oostfriesland (or Ems-Oriental as you call it in this map). You should rename the Dutch Republic bonus to the Kingdom of Holland. That was practically a vassal state of the French Empire, but de jure it was independent.

it was a vassal state until it was added to the empire , Moros!

Also Austrian Netherlands was a part of the Holy Roman empire because it was ruled by Austria and house Habsburg.

Please name this ' Southern Netherlands ' because you also mentioned the Bishopric of Liege wich is not in the Austrian Netherlands and 'Roer'(Belgian Gelre) was also part of the Southern Netherlands . But when the dutch people came they stole it in trade for Luxemburg province :I

borders didn't changed even it was the ' Spanish Netherlands'
