Lucid, it depends on how big the revolt is. If the revolt is big enough and long enough that it is affecting more than half of the country directly, then it's a civil war and not a revolt, and anything less than a civil war is not a major disturbance of peace.

A small, efficient government under the administration of professionals that only plays a role in law, order, banking and military is the best one (most of the time. Corruption and fascism is the only problem I can think of.).

Responding to the OP: The idea the west fights its wars against islam using pens is ridiculous. America didnt drop pens all over: gaza, iraq, afghanistan, yemen, pakistan. They didnt deploy pens to jerusalem. Thats what makes some muslims hate, this time they happened to take it out on someone who didnt deserve it. You could say "why didnt the gunmen attack some military target", most of them do, these guys didnt because i presume they didnt see a distinction between charlie bullying them and the american armed forces bullying them. Its easy for us to see charlie as not the establishment but from an outsiders point of view charlie arent standing up for muslims and theyre doing things specifically to disrespect muslims so its somewhat understandable that theyre seen as the enemy.

China is lower. I'm too busy to bring statistics now, but US also happens to be the fourth biggest country. It's population density is not that high. And UK has a murder rate 4 times as low.
