In attack by percentage, allow as to attack with 3.14 percentage.

Takes too much space imo. Territories are meant to be designed to hold at least 2 digits, not 4 characters. Making that change would cause lots of maps to be unusable.

What could you possibly do with that, since Crimea Army Cap 2vs2 doesn't allow percentage moves

Why? For some rounding-related Jz-style moves? Imho the game mechanics are complex enough as-is

why only 2 decimals? i'm sure you would want to attack with 0.00001% of an army. my men come in full, natural numbers. right at you. in yer face.

at some point you start having trouble with floating point representation errors...

I just had a game where I wanted to do cond. delay from 12 troops.

oh then this sounds reasonable. maybe just lock it behind some opt-in setting.
