Assume a capped CW-active clan wants to join CL. The clan has sister clan, because of clan cap. Some players from the main clan and sister clan want to play CL, but they don't want to move clans because of CW. Would the members of sister clan be able to participate without joining the main clan?

They can only play for the sister clan. Except they join the main clan ofc.
