I’m hoping old yeller gives a nice answer. Imo water is wet is because it is not dry. Water is in a state of wetness, therefore anything it touches becomes wet :D

The definition of wet appears to require an object to come into contact with water in order to become wet. Water itself is simply water.

I think wet only has meaning as a word when it can be compared to not-wet. If something can't be not-wet, then it makes no sense to call it wet.
That applies to most adjectives. A tall giraffe only makes sense compared to short giraffes. You only call the sun bright to compare it to days when the sun is less bright. Saying "the green grass" implies other grass is less green. Etc.

And similarly, calling water wet only makes sense if other water is less wet.

So I think that is the easier question to ask: can water be dry?
Because if the answer is no, then water can't be wet, either.

Water in its solid state (a.k.a. ice) is not wet, so its reasonable to assume liquid water is wet then.

Ice is slippery wouldn’t that mean it’s wet? Or is it solid and there is just a thin layer of wet on top, separate from the ice

There is such a thing as dried ice, I think it can only happen in a controlled environment where there is no atmosphere or something, where the ice has no water on top but the ice is still slippery
