Is there a requirement or a specific setting that's necessary to make a public game that anyone can join from the open games tab? Like one where you don't need a link or direct invite.

You just have to add Open Seats rather than individual players when creating the game.

When you go to create the game and click "Add Players," one of the tabs at the top is "Open Seats." (The default is "Friends.")
