Booted players are not turning into AIs any more, even when that is the setting. Is this a known issue?

Think this is part of a known issue related to AIs booting. Something to do with a massive power outage in Seattle.

I was just booted from a game (https://www.warzone.com/MultiPlayer?GameID=38893680) where the AI had already taken over for me after my surrender. I took back control from the AI and re-surrendered and that didn't fix it. Could this be related?
