Because of public opinion in Norway and Switzerland.

Switzerland has pledged to be neutral in all wars and hence hasn't joined the EU. Just as well because they own all the money.

Norway did not joined because they were enough lucky to find big oil reserves in the North Sea. That's the main reason.
