ok so im in this game of FOW and i break an ally with a player with warning and tells everyone in the public chat how many armys i got and where they all are.
so the question is....
are you allowed to just tell everyone in a FOW game about where players are and how many armys they have on certain areas

Who can forbid that? You are allowed to do everything you want. It's just depends on player by himself.

Yeah it sounds like they acted in a legitimate fashion, but I'd probably be more inclined to be aggressive with them in the future rather than enter into a peace treaty or alliance. Depending on the initial terms of your treaty, it may be you that was acting more dishonorably by breaking it anyways, there's two sides to every story.. If I was in an alliance where there was a specific end based on turn numbers or everyone else being eliminated or the like, and then someone broke that alliance, I would consider it dishonorable even with a warning... If it's just "lets be peaceful for awhile" though, a warning of a turn or two suffices...

it would have been pertinent to keep you're forces out of sight such that he couldn't see the real size of you're armies and report that to the other players. besides just imagine him steamrolling you're border only to find a second wall that outnumbers him 5 to 1..... priceless.
