Yes, because in real life, they are members of UEFA. England and the Faroe Islands are also members of FIFA. Crimea on the other hand is a member of neither, so they can't play international football (soccer), nor can their club sides enter the Champions League or Europa League.
Well, its not like any other nation is laying claim on western Sahara (except for fucking western Sahara), and its therefore not very comparable. The difference between western Sahara and Crimea is that Crimea is simply a territory while Western Sahara is a partially recognized state.
Well in that case the game would also include other places under territorial disputes, such as the Falkland Islands, Kashmir, Hala'ib Triangle, etc. but it doesn't.
