I'm level 28. The map I'm trying to unlock is for level threes.

well the Later is lvl 29.

But you are right the first one is lvl 3.

Did you click the link "Start a multi-player game on this map"

It should take you to the create a game setup

Edit: As far as Unlocking maps goes, when you become that lvl you unlock all of those maps in that lvl

So when you become lvl 29 you will be granted use of the "Clash Civilizations" map automatically
