GTA: Johannesburg set in 2050 would be pretty sweet. You can have sections of total anarchy where shops will weld weapons and armor to your cars in exchange for canned goods, and bastions of the rich with heavily armed private security in concrete fortresses. Burned out skyscrapers and abandoned buildings downtown, where things are relatively quiet during the day and at night the mobs come out to hunt down and burn white folks at the stake.
