How do you use a map as a template ("lightbox") on inkscape when creating an SVG for a map? Here were a couple of maps I was thinking of making into WarLight maps, for instance:

Ignore Napoleon's empire, perhaps create further subdivisions.

Ignore Greenland and the Atlantic Ocean. This map is quite "universal" meaning that it can be used for scenarios throughout much of histor when converted into an SVG.

The first will be better, as country outlines are already given. The second is less precise, but easier on the eyes.
You should simply paste them into inkscape, then lower the opacity so you can see your own drawing over it, and delete the image once you're done.
