Wow - that was some kinda nasty! The many small territories sandwiched in between bigger ones, as well as the discontinuous and comparatively small bonuses make this a very challenging map. I particularly like the railroad connection between Oppeln and TsingTau - even if it doesn't make a ton of sense in the historical context. It really opens up the colonies.
There are many ways to win on this map - good luck finding them!

All you really have to do is pull back your troops, and get your army out of Berlin. After you secure the fronts, since the other german states aren't in a faction, they'll just fight eachother.
