On Earth, there are 3 states. None of the states is stronger than other two together. All the states will compete to be stronger than others. There would be no wars (declare war on nation with nukes = auto lose). Two eakest states would economically stick together to become more powerful than the third state.

Now, is there a way how to divide Earth to 3 states naturally? Races!
Each state will contain only one race. Because everyone will think that his race is better than other races, citizens of state will stick together, will be united by the most natural ideology you can have - that your group of people (which can be distinguished by skin colour) is superior to other.
