Description

With the fall of the Dominican Republic's government, anarchy reigned supreme. Many fled over the border to Haiti, including the powerful speaker Emilio. They might have been stopped, if not for the pirate guilds taking power on the coasts of the country, their own personal rebellions, and NATO forces invading to "keep the peace." If NATO worked with the Haitian government they might have weathered the Dominican invasion... and the coming storm.
