You need to conquer territories to get more income. Avoid getting bonuses, because they have been turned negative and tripled. You are fighting against 6 other prod 2 with randomness AIs in an FFA in Italy. -Use the gift cards to sabotage the AIs and force them to control a bonus. -Use the blockade card to prevent yourself from controlling a bonus(or for a regular blockade). -The Sanctions cards are good, so use them on yourself. The AIs are dumb, so try to get them to use them on you as well!
