"Local Deployments" refers to an unlockable feature in the armies tab accessible when creating a game. Members currently do not have access to this item. It appears below "Defensive kill rate" and above "Customize Bonus Values." It seems to be accessible at an unknown level (above at least level 38) and was added in version 2.00.0

Local deployments is a game setting that changes the way that armies may be deployed. When enabled by a game creator, armies that are earned from a bonus may only be deployed to the territories within that bonus.

Armies earned by other methods, such as base armies per turn, reinforcement cards, extra armies for territories, or negative sanction cards, are called "free armies" and can be deployed anywhere.

When your income is reduced (by, for example, negative bonuses, army cap, or sanction cards), the reduction in income will be spread out amongst all deployment options evenly.
