As soon as territories have no actual armies or [[special unit]]s (like [[Commanders]]), they will become neutral. Takes effect after every order.

If you use [[multi-attack]], theoretically you could have thousands attacks. Use the "[[Limited Multiattacks]]" mod to prevent this from happening.
