Deploying refers to adding armies from your available army stack. It is calculated like this: Base armies per turn (set by the game creator; default is 5) + (armies from Bonuses and Super Bonuses, if any)

- if someone played a sanction card on you last turn (and it activated this turn)
- if the army cap setting is enabled and you've reached your army cap
