Deploying refers to adding armies from your available army stack. It is calculated like this: Base armies per turn + (armies from bonuses and super bonuses, if any)
What can affect deploy orders
- if you play reinforcement cards
- if someone played a sanction card on you last turn (and it activated this turn)
- if the army cap setting is enabled and you've reached your army cap
