Territories without armies become neutral

This mod has been deleted. You can recreate or copy the mod and make it public again.

As soon as territories have no actual armies or special units (like Commanders), they will become neutral. Takes effect after every order. If you use multi-attack, theoretically you could have thousands attacks. Use the "Limited Multiattacks" mod to prevent this from happening.
