Yes. Men should be killed to prevent more from coming. personally, I think people would stop coming within one month after that being adopted. also, this isn't real mass murder, as by definition, they're foreign invaders.
As to the women, it wouldn't be permanent. They would work for several years to pay for their visa, and then several more for the cost to educate them (there would also be classes in the factories) and several more to pay the men hunting the male illegals.
