Well, no wonder, World War 2 was 3.5 years long for America while Vietnam war was 16 years longer and far less successful for American policy.

Golden Age of Europe? I assume you mean Europe west of USSR, well, Europe does not matter as much as it did, but this is nothing new - Europe's politic status has roughly kept the same since the 1950s or 60s. Roma is not where Europe's heart is, Berlin is. European civilisation didn't begin in Roma, either, it began in Kriti. The EU's actions are going to matter, how much tolerance they can bear from American restrictive global policies before removing suzerainty. And not as a whole, Germany, Britain, France, Italy and Turkey would be foolishly listed as "countries that don't matter". Until further notice (hundredcounts from now, perhaps), polities are going to be ruled by few. Not by many.
