As you can see, some territories in Holland must expand on account of the sea.
Just let us know where you need extra space and we'll reclaim some land from the sea; why change the map to fit the real world if you can change the real world instead? :p (Or, merge some territories; since you dropped the population thing, that also means you no longer need to divide the Netherlands into sixteen territories, right?)
You might want to double-check with Fizzer; the Wiki (

In the map designer, you'll find a button labeled Show Example Armies. When clicking this, all territories must be big enough to fit the entire army number.
It also has an image (marked "wrong") of army numbers slightly going over the border of their territory; I'm afraid that might also apply to the Slovenian and Italian bonuses I mentioned, but also to (for example) Brussels and a lot of the Dutch territories.
I'm sorry to have to tell you this, but the sooner you and Fizzer agree on this the less work you (maybe) have to redo... :s
It looks like you forgot to put a centre point in the "Tyrol" territory.
