According to the narrator, the concept of development is a product of colonialism and therefore racist.
That means the HDI (Human Development Index) run by the UN (an organization that loves Africa) is racist.

The narrator actually makes an excellent point. The climate of Africa makes farming the same land year after year impossible. Tribes have to constantly move and thus any line the Europeans drew to divide Africa along ethno-linguistic lines would have been useless in a few years. Reminder: There are 300 languages in Africa but only 50 ish nations.
The only way to build an "African Civilization" is to abolish these ethno-linguistic dividers and create a nation not based on shared language, culture, or history but based on necessity. If Africa reverted to its pre-colonial times then its citizens would live even harsher, more violent, and shorter lives.
We all agree that the geography and climate of Africa incentives Africans NOT to create a settled civilization and to have a lower quality of life than the rest of the world. The question we all have to ask ourselves is "Is it worth humanities limited time and resources to 'bring Africans up to speed' on how to live in a civilized world?"
