I need balanced formula for complex bonuses in this map. details are like this:
             ┌─ End (example: Basel-Stadt)
Canton Bonus ┤                  ┌─ End (example: Canton of Schaffhausen - Reiat)
             └─ District Bonus ┤
                                 └─ District Division Bonus
                        (example: Canton of Bern - Emmental - East Emmental)
I think this map is likely to be done by July rather than June as of now. →edit June 7: It was actually done in June.

My idea:
For big Cantons (that contain all bonus levels within them, like Bern):
District division bonus: V=0,6t (t is the number of territories within that bonus, V is the value of said bonus)
District bonus: v1+v2+v3...+V=1t (v1, 2v etc. are smaller bonuses within the District)
Canton bonus: v1+v1,1+v1,2...+v2+v2,1+v2,2...+v3...+V=1,5t (v1,1 etc. are bonuses within v1)

For medium Cantons (that only contain District bonuses within them, like Neuchâtel):
District bonus: V=0,8t
Canton bonus: v1+v2+v3...+V=1,2t

For small cantons (with no Districts in them, like Basel-Stadt)
Canton bonus: V=0,9t

Always round down!
Basel-Stadt:
t=2
0,9×2=1,8
V=1

Trust your instinct: bonuses like Schaffhausen need one extra army because they're hard to get.

Thanks for your idea. My provisional formula is (about) like this:

t = number of territories
v = bonus value
s = sum of all sub-bonuses

For small Cantons: v=t-1 (v=t-2 for bonuses with 8 or more territories, almost same as your formula)

For medium Cantons:
District bonus: v=0.8t (same as your formula)
Canton bonus: v=0.95t-s

For big Cantons:
District division bonus: v-0.6t
Small District bonus (<12 territories, no division bonus): v=0.8t
Medium and Big District bonus (≥12 territories, has division bonuses): v=(0.003t+0.89)t-s
Canton bonus: v=(0.001t+0.93)t-s

Note: Medium and Big district and Canton bonus formulas are not systemically used; these formulas were derived from what I already did. However, this shows coefficient of determination (R²) of over 0.95 with already made bonuses.

So, it looks like you don't even need a formula after all, since you already have one! The (0.003t+0.89)t-s part was really smart, I hadn't thought of that.

Note that this is provisional only and it can be changed later. For example, Change of the Canton bonus formula for big Cantons is being considered, as some Canton bonuses can become very low or even negative. Imagine this extreme case:

Canton 1: 200 territories - total: (0.001*200+0.93)*200 = 226, round down to 226
District 1-0: 15 territories - total: (0.003*15+0.89)*15 = 14.025, again, round down to 14
District 1-1: 185 territories - total: (0.003*185+0.89)*185 = 267.325, again, round down to 267
Canton 1 Actual Bonus: 226-14-267=-55 (NEGATIVE!)
There have been no such case (Negative superbonus) so far, but because of this, the formula, especially this part is only provisional and can be changed. Changing 0.001t to 0.002t in the formula can cause another problem, as the Canton of Bern bonus will give 124 armies instead of 57 now. That will make Bern-Mitteland bonus excessively (?) important as just one territory can add up to 153 (!) armies to income.

If you use v=(0.0015t+0.9)t-s you will get no negative bonuses for Districts up to 36 (assuming it completely takes up the Canton), and below 100 territories there's no way a Canton can get a negative bonus, unless there's a District that takes up 90% of the Canton.

@Moros: Croatian has many words that don't include vowels, such as vrt, smrt, čvrst, brz, grb, rt etc :)
Anyway, I like this map
