I have a few practical notes / suggestions.
- I suggest at least including "Round 1" in the game names and preferably also "Nations Cup", just to keep things clear (and easier to sort later on).
- How about linking the templates here? Just for convenience and to avoid mistakes.
- It's just a few games; creating all of them isn't that much work (especially with templates ready to go). So how about letting the team in the first column (the "home" team) create all matches?
The first one you have to decide on before people start creating games, the second and third can be changed for the second round and later (if you want to prevent confusion).

Just to be clear: I'm not organizing this, so until / unless Dunga updates the rules,
this is NOT official.
Also, you say people will receive a penalty point if they don't send in the names in time or create the games in time. I assume you won't be deducting points for games created too late because the lists of players weren't available (might be good to explicitly state that). Also, what happens with games created too late; will they still be played or will they automatically count as a loss for the team which was supposed to create them?
You should really set up a (publicly viewable) Google spreadsheet (or something similar, a Dropbox would work as well for instance) with at least the following information:
- All participating teams
- Poule assignments
- Players per team (including links to profile)
- Match schedule (including links to matches, once created)
- Time table
- The rules (especially stuff concerning deadlines)
- Current rankings! :) (including a timestamp, so we know what "current" means)
