I probably won't meet anybody who hasn't played at least 10 games, but I don't want to play those players anyway. Most new players I meet somebody else I know invited to the game. I always allow anyone to forward invitations, so I often end up playing new people in multiplayer games and tournaments. If they're good, I'll invite them myself the next time.

This is yet another problem that would be solved by introducing even a rudimentary rating (player feedback, not skill) system. :)
