When I can't find somebody I usually just expand and wait for them to come to me. I don't think I've played one game ever when I spent as many armies as he did here, with the sole purpose of trying to find somebody.

I can certainly see why he did it. He needs to keep making attacks to get card pieces, where else is he going to make them? The reason he wont take russia is that a) he would have to let up on you in ant b) you are probably in SEA waiting to jump into georgia. Greenland, Canada and East US are very safe, if he was going to expand that would be the place to do it. Blockade in S pole, expand into N america, keep exploring asia looks like a good plan once he realised he wasnt going to wear you down in Scott.
