Well if clans with slightly less then 2^8x win over those with slightly more then 2^8x, maybe it just looks at the last byte and higher number wins. Is there any case where Clan1 ID mod 256 < Clan2 ID mod 256 results in Clan 1 winning the tiebreak?
I have reviewed Prime's clan ID 263. It appears their tiebreak losses over the seasons were only to clans with a clan ID with a lower MOD 128 value. (263 MOD 128=7), the only clans that 263 lost the tiebreaker to (sample size 43) include: 259, 387, 388, 515, 517, with respective MOD 128 values of 3, 3, 4, 3, 5
So having a lower Clan ID Mod 128 appears to be a reliable tiebreaker priority guess
