I'm guessing that there is a minimum player level to join the great CL, and that's what you are referring to.

There’s level restrictions for players on specific maps and settings.

This is the direct quote from the rules:
“A Restriction to automate the Game Creation is, that a player must have unlocked all features of the template he is playing. (i.e. must meet the Level Requirement to create a Game on this Template)”

is this valid? Rufus and MoD are the clan contacts for MASTER Clan.

IN a division A clan why would someone do that... With all the talk about Kenny being the best teammate and he telling others he loves to chat about the picks and what not I would assume this is Marcus trolling, and since he is not clan contact the sub cannot go through anyways and if Rufus needed to sub out he would have done it himself and not look towards a none clan contact.

So I would advise to ignore his statement
