A lot of people have done this in the past, General Arun, Pulsey, Turtle, but they all have major bias. I am using a mixture of ladder performances and clan league performances. Inactive players do not add anything to the clans statistics (Sorry [20]).
1. Masters - Steep RiseYes, not Apex or GG, it's definitely Masters now. New recruits include Sephiroth, Jz, #QB, Potato, Grosshandlaren, and slammy has returned! They have clenched victory of Group B, and will likely also finish first in A in Clan League 8. Their WGL performances are by far the highest, and their ladder performances are also very good.
2. Apex - Slight RiseApex is my #2, because even with their newest member Beren, and playing with Miyagi or Deadman, they barely have a full roster. Yet they still have major legends such as Timinator, Brisk, and Frank, who are seemingly active. Their ladder performances are weaker than Masters and GG's, because of their small clan.
3. GG - Slight DeclineAlthough likely to win Group A of Clan League 7, GG still seems to be below Apex in terms of skill. They have a new member MisterT, who held the #1 spot on the 1v1 Ladder for a bit. However, they have a true warlight legend, Latnox retiring. Also, GG is more isolated from the community, so new templates take longer to get to them, and they will have less practice on them for major tournaments. Their ladder performaces are the best at the moment, but they struggle to win WGLs.
4. [20] - Steep DeclineThis clan is a shadow of it's former self. It has majorly declined over the years. Take a look at this beauty, I'll wait while you see the best clan in history:

Now, they only have players such as Szeweningen and Odin to lead them, everyone else is essentially inactive. Their ladder performances are poor, they only have the #4 spot because of Szeweningen and Odin.
5. WG (Originally P Clan) - No ChangeSince it's beginning, it has lost a few major players such as JSA and Lolowut, but has gained from it's losses players like Gnuffone. Without any major recruits, WG will start to fall, in addition to their severe under performance in Clan League, but they remain strong in WGL events and Ladders.
6. French Clan - Slight RiseReally, this clan's spot in the top 10 is basically a factor of if Wazz stays active, and Da Vici(Gui) stays loyal. If both of those things happen by Clan League 8, they can get 4th, and move up to that position on that list. Their Ladder performances are pretty weak, they rarely have more than 5 members ranked in the 1v1 Ladder, and the occasional Wazz playing RT Ladder and taking the #1 Spot.
7. Lynx - Slight RiseThis clan has a long history. Under the name 101st, they were quite successful. Now, they have created a new clan, climbed through the ranks of clan league, and are now in A and they may be here to stay. Blitz are not going to be able to maintain A (or maybe not even B), so Lynx probably has a spot for quite a bit, especially if WG is out of it. They recently gained Hades, who is a strong ladder player. Their WGL performances are moderate, mainly JSA, Darkpie, and Hades.
8. Turtles - Steep RiseUnder the leadership of an alt of Master Turtle, they have gained control of a promotion spot into Group A of Clan League. This means that they will truely be put to the test. Their lack of members holds them back, and their skill is quite strong, but they are rising quickly. Buns157, Sultan Kosmitov, Nackickwind, USA Biches, these four really got the clan back on it's toes and are now startings to become a great clan again.
9. VS - Slight RiseNot a traditional style of top clan, VS are fairly large. An offshoot of the G-Spot clan, they have had a lot of time to develop their skill. Led by players like Glamorous and vicnus, they won Group D2 by a quite slim margin, but are far ahead of Yin Yang in terms of activity. You often see these members in Ladders, where they do quite well in the 50-150 range.
10. Blitz - Steep DeclineTo Understand Blitz's Problem, lets take a look at their CL7 Group A Roster

They basically got destroyed this clan league, losing players to other clans. That is why Blitz is my #10, although they still have quite some talent.

12. ONE! - Steep RiseOffshoot from XS, has strong alts.
13. Warlighters - Slight DeclineLosing players, retirement, these guys are old.
14. VIW - Slight DeclineLowering Activity
15. Illuminati - Lots of ChangeLost Piggy, new leader, Gained some new players.
16. M'Hunters - No ClueI frankly have no idea what goes on inside this clan.
17. Stahlgewrittern - Slight DeclineThese guys got some new members recently, and have some inactive legends.
18. AWF - Slight RiseWe lost Jz, but we have gotten three recruits since, and more to come.
19. CORP - Steep RiseOriginally an RP clan, but has almost no RP left.
20. Yin Yang - No ClueInactivity destroy's this clan's rank.
Honorable Mentions go to Olympus, BIA, 101st, Juggernauts, General Chous, Lu Fredd, Acme. CO.
Clans have been changing a lot recently. A lot of people may be upset, but the past is not here anymore, things are changing quickly, and I'm sorry that Apex isn't the #1 clan anymore, but it just isn't by any measure.
