Then you build a roster to counter it based on this logic. You focus on the templates that none of the majority of other clans focus on.
The main problem for such a planning is the communication effort:
You need to analyse the line-ups of all other clans and evaluate them. Then you need to come up with a plan and discuss with those who are involved.
Finally, you need to make sure nothing of your plan gets out. Once one player of your clan leaves, you would get problems doing so.
I think the risk is to high.
But lets be honest: For this exact reason noone did mail their template votes earlier as neccessary.
I think having some kind of platform which enables you to mail your line-up and reveal it exactly at the countdown, would help getting the mails in sooner.
