That's potentially true Mike, but I think the system still works. If a player was overpriced, the club would probably not be able to sell the player to another club without making a loss. Alternatively they could release the player from their contract to free up the money but that would also likely return a loss, since the club is only reimbursed 90% of a released player's value (+50% change in base).
If the club doesn't want to accept the losses and release the player, they must keep the player until the contract expires after two seasons, and suffer the fact that their finances are tied up in an overpriced player. After the contract expires, the player is returned to the market and the club will at last be reimbursed 100% player value (+50% Δ base).
And so, if the over priced player performed well enough to earn a positive change in base price, the club could potentially make a profit from this player investment. But it would still have come at a cost: the club would have had to endure limited finances, because they invested too much money in an overpriced player; money that could have bought them better players for their squad. The manager would have to decide if the loss is worth taking for the sake of the club. At least, that how I understood it to work.
In short, yes, an overpriced player can be sold for a higher price than what a better player could cost, but in selling the over priced player, the club would be fairly likely to make a financial loss in the process, or wait it out and be financially restricted in the second contracted season.
