But the question is, will Fizzer listen? It seems the community is in agreement now, even those who have traditionally dominated Clan Wars (Masters, and M'Hunters) acknowledge it should be changed.

I say if you can't fill the 40 seats, perhaps your clan isn't attracting and retaining active members? I was in both TSFH and TLA for the comradery most of all. They both provided challenges, help in growth and other entertaining things to do besides just the grind of normal games.
The problem is that as long as new clans have that annoying 40 member cap, its simply impossible to get a full CW. It took TLA a week to get 2/5th of the clan to play. Mostly because people just kept missing the timeslots....
Lowering the CW cap from 40 down to 20-30, will half the activity in CW, since 90%+ of CW games are played by the top 5 clans.
Lowering the cap will also make CW a more elite thing: big clans either have to riks giving a slot to a bad player that rarely plays and only loses, or make some sort of roster for CW.
